Technological Cooperation between China and Russia in the Era of Artificial Intelligence

China and Russia, aiming to transform strategic opportunities into operational outcomes, require new, project-oriented, and sustainable mechanisms—mechanisms that move beyond political slogans and form an integrated network of research centers, smart industries, and shared standards.

The first step is the establishment of the Industry and Technology Alliance of Developing Countries led by China and Russia; a platform that can organize cooperation in areas such as artificial intelligence, microchips, domestic systems, drones, new energies, and digital security. This alliance could serve as the foundation of a new technological order, in which innovation is led not by the West but by emerging economies.

The second step involves moving toward independent technical standards. Today, global standards are largely managed by Western organizations such as IEC, ISO, and ITU. Through the creation of joint standardization centers, evaluation laboratories, and certification programs, China and Russia can not only strengthen their position in shaping future AI, cybersecurity, and smart manufacturing regulations but also provide credible alternatives for Global South countries.

At the scientific level, establishing a joint network of think tanks, universities, and smart laboratories plays a key role. This network can focus on topics such as novel algorithms, quantum computing, advanced robotics, and custom chip design. Additionally, faculty and student exchanges, joint technology parks, and cross-border research projects will accelerate the conversion of research into industry.

On the industrial front, China, with its large market, engineering capabilities, and complete supply chains, and Russia, with its vast natural reserves and strong scientific heritage, can create a shared innovation chain from idea to product. This chain may include chip design, intelligent hardware, robotics industries, cloud systems, and industrial digital solutions.

Finally, the development of multilateral cooperation under the BRICS framework provides an appropriate platform to increase the scientific and technological influence of China and Russia, contributing to technological development for Global South countries.
