Process of Submitting Proposals in BRICS
Proposals are usually submitted by the national representatives of each BRICS member country, who coordinate and review them. For example, if Iran intends to propose an initiative, it must prepare a proposal including the justification, problems, necessity of solving the issue, cost estimates, and financial resources.
After preparing the proposal, Iran’s Ministry of Foreign Affairs reviews it. If it meets the required conditions, the proposal is submitted by the Ministry or the national representatives through BRICS procedures to other member countries for further review, completion, and operationalization. Last year, Russia’s proposal to create a BRICS Grain Exchange is an example of this process.
It should be noted that final approval and implementation of any proposal require consensus among all member countries, and advancing a proposal without collective agreement is not possible. Detailed procedures are illustrated in the flowchart below.

1. Highlight Relevance and Importance
The project must be aligned with BRICS objectives and priorities and this alignment must be justified.
2. Define the Problem
Clearly describe the issue, challenge, or need the project intends to address.
3. State Project Objectives
Objectives should be specific, measurable, and aligned with BRICS cooperation areas.
4. Determine Project Duration
Specify whether the project is temporary, annual, or long-term.
5. Estimate Financial Resources
Include initial budget, funding method, and each country’s share of costs.
6. Identify Key Actors and Responsibilities
Specify responsible institutions and assigned tasks.
7. Identify Partners and Roles
Introduce collaborating countries, scientific or technological institutions, and their roles.
8. Define Expected Results
Outputs should be clear, measurable, and compatible with BRICS goals.
