Mechanisms for Defining Joint Projects and Partner Selection in BRICS

In the third presentation, Mr. Yaroslav Sorokotyaga, Head of International Programs at the Russian Center for Scientific Information (RCSI), introduced the BRICS Science, Technology and Innovation Framework Programme (STIFP) and the BRICS Working Group on Science, Technology and Innovation Financing.

Mr. Sorokotyaga also explained his role at the Russian Center for Scientific Information, which functions as the secretariat of the Russian BRICS group. At the end of the session, a short Q&A was held focusing on the mechanisms for defining joint projects and selecting partners within BRICS.

Mechanism for Defining Joint Projects

Within this mechanism, when a call for proposals is announced, the national coordinator introduces the relevant funding agency. Funding agencies then publish their specific requirements. For example, in Iran, the Innovation and Prosperity Fund announces its criteria, and partners are selected based on the project’s compliance with the requirements of funding agencies in other participating countries.

Partner Selection Process in BRICS Projects

At least two partners must be selected to form a multilateral project (project consortium). The consortium submits its proposal to the BRICS secretariat as well as to the national funding agencies of each participating country. The funding agencies then evaluate the proposals and forward eligible projects to the secretariat. Finally, the winning projects are officially announced.

  • Formation of a consortium involving at least two countries
  • Preparation and submission of proposals to the secretariat and funding agencies

  • Submission of selected projects to the BRICS Secretariat
  • Final announcement of BRICS call winners
