BRICS Attorneys General Joint Statement on Artificial Intelligence and Justice

Aiming to strengthen justice and combat technological crimes, the Attorneys General of BRICS member countries issued a joint statement in support of deploying modern technologies and artificial intelligence in legal and judicial systems during their seventh meeting, held via videoconference on September 16, 2025, in Brazil.

The meeting, attended by representatives from nine countries including Brazil, China, Egypt, India, Iran, Russia, South Africa, the United Arab Emirates, and Indonesia, emphasized the role of AI and digital tools in enhancing the speed, accuracy, and efficiency of judicial investigations, as well as identifying and dismantling criminal networks that exploit advanced technologies for illegal activities.

Furthermore, the statement highlighted the necessity of safely developing and utilizing AI technologies within the framework of international law and global human rights commitments. In this context, BRICS members defined seven key commitments to promote the responsible use of new technologies in the legal and judicial fields.

One such commitment involves supporting the drafting and updating of national laws and international mechanisms for AI regulation to ensure that the use of this technology is grounded in legal and ethical principles.

The statement also includes expanding inter-country cooperation to reduce technological gaps and digital inequalities in judicial systems, particularly in areas such as digitizing prosecutorial processes, utilizing data analytics in legal proceedings, and automating judicial documentation.

Another section of the statement stresses the importance of developing national and international legal frameworks for AI deployment while respecting the rule of law.

Ethical standards in the use of smart technologies are another major focus. BRICS countries emphasized respecting human dignity, preventing discrimination, combating misinformation, and designing transparent and agreed-upon oversight mechanisms.

Additionally, the statement underlines investing in the education and capacity-building of prosecutors and legal experts to understand and technically and ethically evaluate AI tools.

Ultimately, the statement calls for establishing strong accountability mechanisms for AI usage in judicial institutions, ensuring legal responsibility for all users and developers of this technology. In this way, BRICS seeks to combine technological innovation with justice principles, charting a new path toward more efficient and transparent judicial systems in the digital era.
