BRICS New Development Bank Strategy 2022–2026 for Sustainable Development and Infrastructure

According to the current strategy of the BRICS New Development Bank for 2022–2026, the bank aims to play a more effective role in addressing infrastructure needs and sustainable development priorities of member countries. During this five-year period, the bank plans to allocate USD 30 billion from its balance sheet to finance infrastructure and sustainable development projects. It also seeks to become a more active player in mobilizing capital from private sources.

Expansion of Non-Sovereign Operations and Local Currency Financing

At the beginning of its operations as a long-term lender, the BRICS New Development Bank primarily provided capital through sovereign and sovereign-guaranteed loans. However, in response to client needs and the bank’s commitment to attracting private capital, non-sovereign operations, local currency financing, and co-financing with other multilateral development banks are expected to expand. The bank aims to mobilize greater private investment by playing a dual role in risk mitigation and project coordination.

Three Key Initiatives of the BRICS New Development Bank

  • Utilizing more diverse and advanced financial instruments.
  • Establishing dedicated investment institutions.
  • Providing technical assistance to support project preparation for private sector participation.

Financial Instruments and Risk-Reduction Approach

Within co-financing programs and syndicated loans, the bank acts as an arranger and creates the capacity required for effective transaction execution. In the area of guarantees, the bank may reimburse part of potential losses incurred by financial institutions or lenders financing infrastructure and sustainable development projects, thereby reducing credit risk. The bank may also employ blended financial instruments such as subordinated debt and preferred equity while strengthening its capabilities in financing, structuring, valuation, and risk management.

The BRICS New Development Bank seeks to co-finance 20% of approved projects with partner multilateral development banks and to expand its funding base through the issuance of local currency bonds.
